Stephen A. Youngblood Named Secretary of the State Bar of Georgia’s Administrative Law Section

Bloom Parham is proud to announce that Stephen A. Youngblood has been appointed to serve as Secretary of the Administrative Law Section of the State Bar of Georgia.

The Administrative Law Section gives Georgia attorneys, administrative law judges, and agency counsel a forum to stay current on the state’s administrative law and to build connections across an unusually wide range of practice settings. Its members range from private practitioners and in-house counsel to investigators and administrative law judges, many of whom appear regularly before the Georgia Office of State Administrative Hearings and other state agencies. As Secretary, Stephen will support Chair Allen Lightcap and Vice Chair Christina Herd as the Section carries its programming forward.

Stephen focuses his practice on complex commercial disputes, with broad experience in administrative law and regulatory matters, including antitrust defense, Department of Justice investigations, regulatory proceedings before federal and state agencies, and suspension and debarment matters. He has been a member of the Section since joining Bloom Parham, and this appointment reflects the standing he has already built among the state’s administrative law bar.

Administrative law runs directly through Bloom Parham’s high-stakes litigation work. Licensing boards, state agencies and local commissions decide questions that determine whether a business can open, build, innovate, or participate in public projects. The firm litigates those disputes across the settings in which they arise, including professional and facility licensing, permitting, agency investigations, land use and zoning, and property tax appeals, all of which are creatures of administrative law.

The firm routinely litigates construction, land use and zoning matters, and property tax matters, which typically begin before a local board, commission, or state agency and proceed under the procedural rules the Administrative Law Section studies. Stephen has represented regulated professionals, entitlement beneficiaries, and technology startup clients before state healthcare agencies. Partner Kurt Kastorf’s work in the election space includes litigation that led the Supreme Court of Georgia to sharpen the limits on state agency rulemaking authority under the Administrative Procedure Act. Stephen’s new role directly synergizes with the firm’s longstanding leadership in guiding clients through such executive-branch proceedings across Georgia.
