Bloom Parham Defeats Attempted Downzoning by Board of County Commissioners: Vested Rights alive and well in Florida
Bloom Parham represents a real estate developer constructing a luxury RV park in Florida. In 2020, the County approved 1000 RV units in the park, and the client spent millions of dollars in construction and development costs during the first phase of the project. In the Summer of 2022, during the second phase of the project, a County Commissioner spearheaded an effort to limit the number of park models on the property, despite Florida statute and County Code defining park models as RVs and in the face of the County’s earlier approval of RVs. The limitation on park models was voted down by the full Board of County Commissioners at its December 2022 meeting, enabling our client to continue this important project as originally anticipated without lengthy litigation.
